Im in the middle of this right now. Problem is you can only backup once per 18 hours. So you need to set which one to be your "master file". How im getting around this to have everything copied right is taking screenshots on the PS4 & uploading them to my twitter account, then I recreate it on the PC before uploading the backup.

So, I have a copy of A Realm Reborn for the PC & our PS4, but I only have Heavensward for the PS4. The only differences in changes between moving your progress from PS4 to PC, and vice versa, that I've noticed is that your hotbars, macros, and anything you've customized with the UI and settings will be changed.
