Yup, launch will be lower, patches, expansions, and sales will all slowly rise the base player count over time, which has snowball effects. ANET has done good fixing up the foundations of the game. They need to get alliances out and finish season 1 so we can start building the audience with new content.

In general the 'best' setting is the highest you can comfortably play at, you can change the setting at any time so just find what works for you. If there's a lot of players and your fps drops then just lower the setting. Personally I do medium+ for instanced content and low open world. true.
